Public comments may be made:
- In person: Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a speaker card prior to the meeting). Comments for all agenda items are limited to a speaking time of three minutes unless modified by the Mayor.
- In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=8 to submit an "eComment" for the corresponding meeting. Please note that eComment submissions closes at 3:00 p.m. on the day of the meeting. You may also hand deliver public comments to the City drop/payment box located at the Church Street entrance to City Hall on or before the deadline noted above. Council to review and approve the response to the 2023/2024 Grand Jury Final Report and accompanying response letter and Authorize the City Administrator to sign the letter .
D. Declaration of City-Owned Equipment as Surplus
Council consideration to declare the Public Works Department's WECO Industries sewer camera unit (Asset ID #022000-51) as surplus equipment.
E. Planning Commission Meeting Cancellation Notice
Council is requested to receive and file the attached Planning Commission Cancellation Notice

A. Advantages and Disadvantages of the Bishop Paiute Tribe Joining the Bishop Area Wastewater Joint Powers Authority
Council consideration to recommend adding the Bishop Paiute Tribe as a signatory member of the Bishop Area Wastewater Joint Powers Authority.
B. Full Preliminary Engineering Report for 2022 Disaster Water Grant Application
Council consideration to approve the Public Works Director to sign a Task Order with Lumos and Associates for the preparation of a full Preliminary Engineering Report for a grant application with USDA RD in the not-to-exceed amount of $70,000 and a budget adjustment to the sewer fund as proposed.
C. Downtown Guidelines - Façade and Materials Color Discussion
Council to hold a discussion and provide direction to staff.
D. U.S. Department of Transportation Reconnecting Communities Pilot Program Letter of Support and Resolution
Eastern Sierra Council of Governments (ESCOG) Executive Director Elaine Kabala requests the Council’s consideration to approve the City of Bishop’s letter of support for a U.S. Department of Transportation Reconnecting Communities Grant Application and approve a resolution authorizing ESCOG to submit an application for the U.S. Department of Transportation Reconnecting Communities Pilot Program.
